Mental illness is the number one factor in episodes of police violence. A report by Doris Fuller, Richard Lamb, Michael Biasatti, et al from the Office of Research and Public Affairs, indicates that people with mental illness are 16 times more likely than other civilians to be killed when approached or stopped by police; at least one of four fatal police encounters.
